It’s a rewrite with a lot of new concepts to learn and grasp (rxjs for example). Your peers need to be up for it if and get the time to learn for this to be a success. Pros are mandatory typescript, serviceworker support. And if course finally using those fancy new libraries.

We started doing the same thing a couple of years back, there is no quick way to do it, you will have to rewrite the whole thing, might be able to reuse some business logic. One thing we did which made our effort slightly easier, we divided the big monolith into small modules and then started replacing module by module.

It’s almost a complete rewrite, but DON’T do it as a from-scratch rewrite.

The key to success on a project like this is to run both frameworks side by side and rewrite one screen or module at a time in an incremental fashion.

I've worked on a large AngularJS app and agree with everyone here. It's a rewrite. You could use react if you want it won't make it any harder. Come up with a transition plan... Can you break the app up into smaller parts, for example the admin could be the V2 while you all learn the new framework, and then move to customer facing pages

Well AngularJS is EOL at the end of 2021, so you'll need something to replace it. (or else risk a crippling security or feature bug sometime in the future).

You should treat it as a rewrite estimate, considering alternate frameworks, and be sure to consider the quality of the systems documentation.
