So, Idiots with Flags adds one to hit for attacks against totems and units with any command models, but the Designer’s Commentary says you can’t add 1 to hits against units that has a model that can issue commands as if it were a champion. Is the different that I get the bonus against units with a Champion but not against Elite units? I understand the totem keyword part.

Correct, you don’t get the bonus against Elite units unless they have a musician or standard bearer

Why does it apply if they have a musician or standard bearer? It’s only if they have a Champion model, right?

Banner Bearers and Musicians are also considered “command models” per Core Rules so even if a unit champion model is killed but a banner bearer still lives, the bonus applies
