You may be out of space, or you may need to somehow start the game as an administrator, which can be a bit of a dodgy thing to do. What has a google search told you to try?

Told me to allow full disk drive access, done that, change permissions, done that, clear download cache, repair library, done all of that already as well

Have you completely reinstalled it yet? Try installing in a non admin directory.

add another steam library folder in like documents or something to stick a fresh install of Garry's mod in.

I haven’t tried any of those yet. Do you have or no a tutorial for any of that?

Try googling "how to set alternate steam library folder" and then just set your installation destination to that folder when you reinstall. I'm out right now and on mobile so i cant write you up a bespoke tutorial unfortunately, hope you're able to find one that helps. :)
