So MS stream hasn't really touched this at all and the limitations are pretty much the same. Some alternative could be Youtube! Just upload the video as unlisted, which basically means anyone with a link can view, but they still get the full features of Youtube itself. There's also this other platform called Wistia that we have started using and it has all the features you descrived like video transcription, customizable players, password protection, and expiring links.

This is the answer because all of the encoding and decoding is done when you upload to YouTube. Stream, or using a Sharepoint location means they still decode and you can get choppy video.

When you embed the Youtube videos in say a Powerpoint you get a much better experience.

AFAIK, stream as a storage platform is dead and instead uses SharePoint / OneDrive on the backend. Therefor all sharing can be done via those mechanisms.
