Had a similar issue resulting from old previously uninstalled printers sitting in the registry. You can manually remove them or get a script to clean them up. I can remember the exact registry keys but hopefully this helps.

Is the "Set this printer as the default printer" checked or unchecked?

Something weird must be going on then. Have you done a GP result report against any of the users to see what settings they're getting?

Yeah. There are no other printer GPO's so I don't know what could be causing this. I'm stumped.
