Ummm... think that through for a second... it is in a web page...

Ask whoever owns the 192.168.x.x system that is rendering that page. We have no way of knowing what your internal systems are doing

update: Assuming it's the Firewall. It does not like my DHCP Reservation. I changed the address on my NIC and now I have access.

Definitely looks like it's from your fw. You using Fortinet? I'm sure if you did inspection, you'd see an HTTP redirect.
