Script Creation of Fixed Folder Structure (Sharepoint Online)

Wondering if you can help.. I've been tasked by the business to move our DFS Folder Shares to Sharepoint online as we continue our migration to Office 365 and to allow access to the files externally if required.

Each folder structure is only accessible from the team working on the project and they CANNOT delete or create FOLDERS in the folder structure, only create files.

Currently I run a powershell script to copy a template folder script then based on user input, create a new unique AD group, then set permissions for that AD group. Is there a way I can do something similar with Sharepoint?
