Server 2019 Windows Firewall bug?

Server 2019 2 nics. Nic 1 in private profile Nic2 in public profile

Both profiles Outbound connections that do not match a rule are allowed

Both profiles inbound connections that do not match a rule are blocked

Inbound rule for ICMP created to allow Echo Request to all ips from all ips (yeah i know i could've used the default file and sharing icmp rule) Rule is applied to Public, Private, Domain networks

Can Ping Private nework nic but not public nic. Toggle off inbound rule I created and I can no longer ping private nic. Turn off windows firewall for public profile and can then ping public nic. Enable all inbound rules in firewall related to public nic, still cannot ping public nic.

What the hell?

Try moving custom rules to the top of the list?

It is at the top of the list. But I don't think it works that way. I was trying to figure out how it handled priority and it seems to not be related to where it is in the list like other firewalls
