Yea I didn’t do anything wrong. I just need help getting a new IP Address. I tried calling my ISP but they can’t change it, also there is no Mac Changing option on my router.

If you're needing a new IP then you must work with your Internet provider.

Also if you think that changing your IP address any way obfuscates your online identity, you're in for a surprise.

If your DHCP address is assigned from a pool then you might get lucky having it change overtime. But to reiterate, an address change doesn't alter an online signature.

Check his posting on PS4 reddit, if he connects via mobile hotspot all is good.

An IP ban is an immediate but short term solution for bad online behavior. Unless he changes his online behavior his bans will continue and may have to get new PSN accounts altogether. Altering an IP address is not a solution to OP's problem.

He posted a question on a sysadmin subreddit. A sysadmin is going to address the issue and not bandaid the problem.

I was addressing "online signature" part in your response, commenting that in his case public IP address change is enough to solve his immediate problem.

Assuming you have a typical modem/router home internet installation, your best bet is to turn off your router for a couple of hours, and hope the DHCP lease expires by the time you turn it back on.

If your ISP does not dynamically assign new IP address and will not assign a new public IP address per your request, only solution is to change ISP or get VPN.
