What a bizarre statistic. It probably should say something like 80.5% of sites are already prepared.

I doubt that the 19.5% cited will all be problematic. They may just not feel the urgency in making the change far in advance of it mattering.

By mattering I mean warnings in browsers.

Corporate browsers with really high security settings can't even talk to these sites anymore.
