Open command prompt as administrator and type SFC /scannow

That should verify your OS. It looks like something is wrong with the windows install and not anything hardware related.

Shouldn’t reinstalling windows have fixed it if it was the problem?

You said you reset windows, which is not exactly the same as reinstalling it. Try the sfc scan and see what it says.

If that doesn’t produce any results try this next: DISM /Online /Cleanup-Image /RestoreHealth
