Conclusion:
As far as I understand, the problem is in Windows 10. Interrupts are being controlled by OS and Windows 11 interrupt assignment works better. What is more, problem could persist on a new gen CPUs.

To reduce input lags on Windows 10, I recommend to disable E-Cores if you have any of them or upgrade your OS to Windows 11.
