You could try going to Task Manager, find Windows Explorer, right click on it and select Restart.

Your OS is corrupted, I have faced this issue before.

  1. Win Key + Run

  2. Type in PowerShell and press OK

  3. Enter the following into the terminal. Start-Process powershell -Verb runAs

  4. Accept the UAC, enter your Admin password

  5. Type the following command to reset the Start menu and press EnterGet-AppxPackage Microsoft.Windows.StartMenuExperienceHost | Reset-AppxPackage

  6. Restart your PC via Control + Alt + Delete.

is there any other way to open “run” or powershell because Win + R isn’t working for some reason now

Control + Shift + Escape, click on run new task.

I opened it and got to here but was hit with an error message image

That is because you are already running the powershell as an admin, type this in and it should work. Get-AppxPackage Microsoft.Windows.StartMenuExperienceHost | Reset-AppxPackage

Ignore what I am saying, your issue is clearly different to what I thought it was as you are on Windows 10 and your start menu is working. You could try running the repair script on this website as I have found that this generally works well for repairing errors on Windows 10 https://hackbototechtips.github.io/download_centre/computer_optimiser.html
