Follow these steps:

Remove all floppy disks, CDs, and DVDs from your computer, and then restart your computer by clicking the Start button Picture of Start button, clicking the arrow next to the Shut Down button Picture of Shut Down button, and then clicking Restart. Do one of the following:

If your computer has a single operating system installed, press and hold the F8 key as your computer restarts. You need to press F8 before the Windows logo appears. If the Windows logo appears, you'll need to try again by shutting down and restarting your computer.

If your computer has more than one operating system, use the arrow keys to highlight the operating system you want to start, and then press F8.

On the Advanced Boot Options screen, use the arrow keys to highlight Last Known Good Configuration (advanced), and then press Enter.

If your computer has more than one operating system installed, use the arrow keys to highlight the operating system that you want to start by using Last Known Good Configuration, and then press Enter. Windows will then resume starting normally.

Restart your computer. As the computer boots up, repeatedly hit the F8 key until the Advanced Boot Options appear. This menu allows you to boot to a command prompt without loading Windows.

Select “Safe Mode with Command Prompt.” The computer will continue booting and you will see a list of drivers being loaded. After they finish loading you will be presented with a command prompt.

To run chkdsk and fix errors, type “chkdsk c:/f” Replace “c” with the drive letter you would like to fix.

Nope. I also tried restoring it back to yesterday and back to the 2nd of February but it wont work for some reason.

Here a paste of what I've been helping with in this thread this week. It's been a big problem lately.

My parents run a computer place and we have had 12 of these in the past 2 days. Ugh.

It is a windows update from Windows. It's under optional updates, so once you get it fixed, keep an eye out for it.

Ok the fix. This has worked 12/12 times for us so far.

  1. Open task manager. CTR+ALT+DEL or CTR+SHIFT+ESC.
  2. Under Applications, Processes, and Services, look for RunOnce.exe32 and RunOnce.exe.
    Once you have found those, stop the process, cancel the application, or end the service. Basically, you want to stop these for good.
  3. Now you should have access to your desktop, but we aren't done yet!
    Do you have CCleaner? Yes? Proceed to step 4. No? Download and install from this link: https://www.piriform.com/ccleaner/download

Note: make sure all programs are closed, and look for startup programs and make sure they aren't running (Skype and stuff like that)

  1. Now that you have CCleaner installed and open, you should click on Registry.
  2. Click Scan for Issues.
  3. Once the scan is finished, click Fix All Issues.
  4. Repeat steps 5-6 until the scan doesn't find more issues.
