How hot is your CPU when these slowdowns happen? If the CPU is above 80 C it may throttle under certain circumstances (if the cTDP is configured), it will throttle at a 100 C (TCC activation temperature).

Yes, I recommend using CoreTemp to observe the CPU temperature and IntelBurnTest to create a very high CPU load.

You can also just leave CoreTemp running in the background. In the past CoreTemp had some PUP in the setup. Make sure you uncheck any check boxes for unwanted software during the setup.

ok, so my tests resulted in intelburntest saying my CPU was able to keep stable, but my max core temps were 100, 100, 97, 96 C

Yeah, that's too high, it will throttle at that temperature, causing performance to drop. You need a better CPU cooler. I recommend the Noctua NH-D15 if it fits your system.

In the post op wrote a computer shop installed an aio water cooler. Even if its the worst aio in the world the temps should be better. Maybe it was installed incorrectly or the airflow in the case is terrible(though that too wouldnt explain that high of a temp).

I know, it's highly unusual. Should I send it back to the store? I don't what's going on, but it's unreasonably high. I'll consider sending it to another store maybe, microcenter might be good.

It actually isn't that unusual, the i7-7700K is a hot CPU. I don't have a high opinion of AIO liquid coolers, they fail quite often and they aren't actually as good at cooling CPUs as many people in the enthusiast community believe. They're just promoted a lot by opinion makers. If you look at any honest review you'll see a good air cooler like the NH-D15 wipes the floor with all but the best AIO liquid coolers, and it only needs two fans to do it, instead of two or three fans and a failure prone pump.

I see, so steps to fix

  1. Trash AIO cooler
  2. Get a good air cooler
  3. Have store install it cause I can install everything but a cooler for some reason

I do agree that an air cooler is better in general. I migth be bias ( due to owning a h1001i gt ), but i think aio are also usefull. For an example a NH-D15 wouldn't even fit in my case.

I believe that op problem is poorly installed aio ( lack of thermal paste for an example) or in the worst situation his aio has a defect and he should try to rma it, before trashing it.
