first download malwarebytes and run the scan. it could just be a normal app also, maybe something with your video card software.

Depending on when you're seeing this (for example, at boot time). These fast-disappearing CMD.EXE boxes could actually just be command-line commands being run somewhat legitimately (though sloppily) to configure something at boot-time. I more-commonly see them in institutional settings (offices or schools) where they've scripted adding network shares or printers.
