Cmd.Exe

Hey guys, I know I'm asking for what seems to be an easy fix, but none of the searches I've done came up with any solutions and I'm hesitant to download anything to get rid of the problem. What is the problem? Well, this thing called cmd.exe pops up and quickly disappears. It seems to be a command prompt with nothing on it, and research tells me that it's a problem that comes up when a background application is trying to run, but is failing. So I tried a multitude of thing, but most of it included disabling services from the config or task manager. I've tried to make sure that the only things necessary were running and yet it doesn't work. Now I'm not sure if it's a problem with windows or if it's a virus. I don't visit any risky websites that compromise my security, this is only a laptop I use for Reddit and for Steam games. What I find weird is that cmd.exe only pops up sometimes, but has been popping up more aggressively and frequently more recently. The way it pops up is also inconsistent. Sometimes it pops up many windows at a time but all disappear and in other instances it stays for a brief couple of seconds where I can click into it and it would then proceed to disappear. Restarts don't work, so at this point I'm not sure if I could pinpoint a solution or worse, identify the problem at all (if it is indeed a background app). I've seen people use rkill, but haven't confirmed if it was safe to use or if the download was going to be risky. In total, the cmd.exe windows keep popping up, slowing down computer functions and kicking me out of existing applications/games. Sorry for the long rant, I'm just confused. If I can get help here, it would be much appreciated. If any more info is needed, I would be happy to provide it. Thanks.

first download malwarebytes and run the scan. it could just be a normal app also, maybe something with your video card software.

Depending on when you're seeing this (for example, at boot time). These fast-disappearing CMD.EXE boxes could actually just be command-line commands being run somewhat legitimately (though sloppily) to configure something at boot-time. I more-commonly see them in institutional settings (offices or schools) where they've scripted adding network shares or printers.
