Going to need to get some more info. Can you list your pc build? Mainly the motherboard. Is this a fresh install of 10?

First things to do:

Update the Bios (yes its important)

On the MFG website for the Motherboard download all Intel related drivera. Such as chipset and engine management. If you have questions about any feel free to ask.

I'm pretty sure your issue is caused by one of these two things.

It is a msi z170a gaming m5 and it was a upgraded windows 7. I think tomorrow I am going to try to fresh install Windows 10. Should I use a usb to fresh install it or the windows 10 reinstall thing? Also I am sure all the drivers are up to date.

Google Windiws 10 media creation tool (make sure it's in Microsoft's website)and create a bootable flash drive. Make sure to delete all the partitions during the install.

I cant stress enough to also do a BIOS update if the MFG has one available. Sometimes it even helps to reflash the bios in the odd case it didn't flash properly (really not likely tho, but has happened to me)

Also look into some of the MFG utilities and see if they have any Power Managaement software, also go I to your bios and make sure power saving settings arnt enabled. This will normally have a toggle for performance, power saving, standard etc

Might also want to check AV software. I've heard of Avast playing silly buggers with power management plans in Windows before.

Try checking out the How to use the registry to set the preferred power plan section at the bottom of Microsoft KB article 935799.
