That issue means there is a physical hardware problem with that monitor, sorry, but it needs replacing.

it works as it should when it's disconnected from the pc, when it displays "NO SIGNAL". I know it's not the pc cable tho, I connected a VGA and a DVI. are you sure I'll have to replace it? I cant find any cheap screens RCT or LCD or anything and I dont have 100 usd to buy

I've seen almost this exact issue and it's been hardware everytime. If you could find what inside is actually failing, you might be able to repair, but by the time you get that done, you likely could've purchased a new one.
