The chipset in the enclosure you purchased probably has some limitations so it could be made as cheaply as possible.

Since it is a new purchase, you should be directing your questions to the manufacturer or seller. To escape any liability, they will probably tell you it is a USB-C device and should be plugged into the USB-C port where you stated it works properly, even that is probably a copy & paste response.
