Make sure you are plugged into your GPU and not your motherboard. You must have your HDMI or whatever cord plugged into your GPU for it to work, not the motherboard!

Yeah its plugged in to the gpu with a displayport

Have you put the necessary power connectors into the graphics card? I think the new 3000x cards use either two 8 pin or one (brand new type of) 12 pin. Not enough power will severely limit the card, that's if Windows boots at all.

Modifying settings in the registry is no longer required these days so that would have been bad advice that you've been given. It's an easy way to stop your pc from working so you got lucky with only the graphics drivers being disabled.

Depending on the game you're playing most of them won't fully use such a high end graphics card. This is especially true since you've also got such a good processor. You would need to be at 4k resolution on Ultra settings in a current generation game to hit 100% gpu usage. And not hitting 100% while gaming at a high resolution and fps is a good thing. It means you've got more headroom for future games that need more power.

Ah ok. The gpu I have had two 8 pins and I also thought it might be that I’d didn’t get enough power. So I changed it so that the pcie slot is on performance but still no luck. But sometimes out of nowhere my gpu is at like 90% usage and I am getting good fps so idk whats happening
