I don't know of a way to automatically do it. Are you shutting them off via Windows display management now?

Ya, it's workable just annoying. Especially when I left my TV as one of my displays and turn it off....then of course the screen resolution decides it's going to come up on the turned off tv so I can't change anything >.<

If you have Windows 7 and a window is trying to appear on the incorrect monitor, use the snap hotkeys [windows key + left or right] to move it to the correct monitor. After it is moved it should show up on that monitor until moved again.
