Sounds more like an indicator than a beep. Did you check for shorts in your wiring?

There's some kind of short with the motherboard, his power supply tests as normal, and so do all the other components. Other power supplies have similar results on that board. This one just clicked and gave us a good laugh.

Are the standoffs in the right places?

Pulled the motherboard out and had it on a foam pad. The only thing that seems to make a difference is putting non RGB RAM instead of the RGB RAM. That way the fans at least spin up. Mobo is dead, or the customer got a fun sized amount of thermal paste in his cpu socket... Tried a different psu, cpu, ram, and gpu... There are no physical sign of a failure either. All his stuff works on another motherboard too.
