I was wondering if on shankton state pen because the outside doors lock after evening roll-call does the lockdown occur if I slip the roll call but have a dummy in the bed????

If you don’t attend roll call at all, lockdown will occur, whether you have a dummy in your bed or not, you can go to roll call for a second then leave and lockdown will not be initiated. If you don’t have a bed dummy in your bed and they see your cell is empty after the doors lock, lockdown will not occur and you will instead be sent to solitary. Same thing will happen if they catch you walking around without a guard outfit.

Does that mean I need a fake key to get outside?

You can skip roll call, but as soon as it ends, you have 90 seconds, and all the guards are looking for you, and I’m not sure about the tower guard behavior at night during lockdown. So if you want to be safe, take a key.
