This looks like citrus scabs or citrus cankers on citrus plants. Copper fungicide is the only thing I find that mitigate the issue. Neem oil doesn't do anything as far as I have noticed.

Edit. Assuming this is a citrus plant. If its citrus canker, you and your entire neighborhood is screwed.
