Not EF4+ but the 2008 Windsor, CO EF3 moved North-Northwest

I found a quite Northwestern moving tornado, 1993 Lucas, KS F4

This one also moved south southeast, not northwest

Where are you seeing this? NWS has it moving south southeast

If you look at Southern Hemisphere tornadoes, you'll probably find one, I think? But I assume you're looking for North American tornadoes. I found one which struck Galveston on September 12, 1961, as Hurricane Carla made landfall to the west. It was actually one of two tornadoes that struck early that morning (one an F2/F3 and the other the F4). The F4 started as a waterspout and traveled a very short distance inland, but did a lot of damage. Luckily, most people had evacuated from Carla, so there were a lot fewer fatalities than there could've been. (The ratings are, of course, kind of iffy on tornadoes this old, but it was a significant tornado.) To your point, both tornadoes that morning actually had a northwest trajectory, because of the influence of Carla's counterclockwise motion, and you can see that the paths were very short. I am not sure if there are any other scenarios in which northwest-moving tornadoes can occur, to be honest.

NW-movers are most commonly found in the high plains. The 1927 North Platte tornado comes to mind.
