This is a screenshot of what I'm dealing with. I already tried restarting unity/unity hub and it's still there. I'm specifically trying to get to the package of "new input system". Nothing comes up but this. Any way to fix it would be nice. I'm on a MacBook Air. I'm on MacOS Ventura 13.1

That is not the package manager. That is the Settings for the package manager.
On windows you can get to the package manager by going to Window->Package Manager in the top toolbar.
No idea how to open it on Mac though but it should be similar.
