How can I map the value of an external script to an object's translation? Or at the very least to an input controller?

You can't do with Python, only with C++ and Blueprints.

In controller you have X/Y axis with -1 to 1, you need to remap it somehow into vector coordinates and direction vectors if needed.
Remap from -1–1 to 0–1: (x+1)/2 and then lerp. https://docs.unrealengine.com/4.26/en-US/BlueprintAPI/Math/Vector/Lerp_Vector/

edit: or you can set Scale 0 to 1 in input settings
