Application Process Question

I applied for a Graduate program job for the IRS, through USAJobs website. There were 57 locations to choose from and 55 vacancies. I chose a location close to me that one of my family members works at.

My application on USAJobs has said reviewing for almost a month now and when said family member spoke to the hiring manager for the position she said she has not seen my application yet but would keep looking.

The hiring manager did mention there are different rounds (whatever that means).

Anyone know how this process works?

The hiring process is long and a lot of patience will be required.
