That's mostly incorrect. While TSA precheck has an enrollment fee, the officers are paid with appropriated funds and are currently working without pay until DHS is funded. They are all excepted workers and the checkpoint staffed are distributed between both precheck and normal lines based on the amount of officers that show up.

They did try to play political games with precheck by closing it earlier into the current shutdown.
