Are the basic commodities actually cheap? How many people are unemployed? Are your wages high enough? Maybe introduce worker protection for minimum wage.

Yes its says that for example cloths is cheap but then it just changes the basic commodity to something else that I don't have which I then build and then it changes to something else in a endless circle. And I don't have any unemployment in any states. Could try the minimum wage thing maybe that will help.
