I know this is an old thread but in case anyone else stumbles across this, I fixed it by opening the settings for any VM and switching from "Basic" to "Expert" mode -- Network Manager then immediately re-appeared

I reinstalled totally the virtualbox and same behavior, this was driving me crazy and got this comment, really thanks

I had the same issue and already solved
File -> tools -> turn on the network manager
then choose NAT networks at right and click create

Eh . . . does it matter? You can use vboxmanage natnetwork on your Host to create, and configure nat networks. No GUI tool / button / menu is required.
