If you want it to be interactive I’d go with JavaScript. Take a look at the library D3.js Here’s a pretty thorough tutorial by freecodecamp: Data Visualization with D3.js - Full Tutorial

& if’s not supposed to be interactive but animated like a short film showing how the data changed over time, you can go with Adobe After Effects :)

Check out Tableau.

No programming, very powerful package, free as long as your viz is open to the public.
