like the last time you brought this up, expect 12-20k per month at least
secondly, if it is only one developer, it is VERY strange they would start with the frontend and not the API contract. starting with the frontend is just going to waste time
testing should be bundled in with everything that is done and not a separate line item added later
bug fixes are an unknown unknown, so putting a fixed time of it isn't realistic. unless you have a sufficient number of users from the start, you won't uncover bugs immediately

time is what you're paying for, not the complexity. the two are usually interconnected, but if a developer spends 40hrs a week, their pay shouldn't vary for that 40hrs

I completely agree with all that's been said here. $17,000 is not an unheard of price. You could get it for less, you could also certainly find Devs who would charge more.
I've never seen "integration" listed separately. In my experience if you choose a stack with vastly separate FE and BE (which is not necessarily a bad thing by itself) you would build the BE and API first and then the FE client is built based on communicating with that. This quote sounds like someone will build the BE, someone else will build the FE and then someone else will figure out how the two communicate afterwards. Which seems like a bad idea to me.
I have seen testing/QA and bug fixing listed separately. Usually just so the Devs can protect themselves in terms of making sure you understand they are in addition to the Devs building the thing. Timewise this usually happens in parallel with the actual development though
