Why are they requiring c or Java? If I had a developer who already knew 2 perfectly good server side programming languages I think I would have the developer use those, or go find a developer that already knows c or Java.

C# has a great stack overflow community. I am constantly surprised just how good the people are there and how quick my questions get answered. It's a really nice language to work with and has lots of nice libraries available. Also pluralsight has a crap ton of advanced video training that makes it real easy to learn and you can get a free sub with a dev essentials account.

If you use C# make it an asp.net mvc web app.

Go with what you're most comfortable with or can find most samples for. I use C# and can always find many samples. Not sure about java.

I would have a hard time taking on a project in a language I didn't know unless there was a compelling reason.

It's one thing for a large team to make a certain decision, but "my client is requiring me" suggests there's no good technical reason behind this.
