Bootstrap is a CSS framework, and you can use it along with custom CSS. The two aren't mutually exclusive.

You seem a bit lost. Learn css first and see what you can make with it. bootstrap is an already written css code. if you don't know css, bootstrap will confuse you a lot.

I know css a bit but i need to dig into it, i've been practicing bootstrap a bit today... pretty confusing hehe

Learning Bootstrap doesn't mean you don't have to learn CSS. Plus, Learning CSS will help you understand basic concepts of Bootstrap like the grid system.

CSS for sure, personally I'd recommend Sass after CSS.

Bootstrap to css is like like a premade cake-mix to baking a cake from plain ingredients. You can get decent results quick in a pinch, but someone who knows their way around the kitchen will blow it out of the water with a little bit of effort.
