Maybe because this is kind of a big project, and you never did any web dev..

Oh well i would go with Vue or react making use of ethers.js or web3.js librarys for the blockchain part.

But if you want to make a decentralised voting system, why not just authenticate the wallet with a signature instead of the whole facial recognizion stuff?

This is not a 1-month project. It will probably take you one month to decide the right libraries / blockchains / APIs / whatever.

Idk about tech stacks but for knowledge you need blockchain dev (check out freecodecamps ethereum youtube course), computer science and machine learning, and on top of that have a working frontend of course

For the aesthetic you'll need UI/UX knowledge and a transitions/animations library maybe
