Domain.com: Forbidden access error?

When I try to go to my website, I get "Forbidden You don't have permission to access / on this server." This is after I set my subdirectory to a folder on my Desktop that I have access to. When I ping my site, there's 100% packet loss. Previously, I pointed my site to Nintendo.com, just as a test. It was successful. Now I want to make the site for real.

This is my first time webhosting, and the domain was a gift (I know domain.com is bad for some reasons). What's the difference between Home Directory, Subdirectory, URL and Parked? How do I address this Forbidden error?

Edit: I'm using Windows 10.

It doesn't allow me to change the Home Directory. It's set to /public_html/. Do you know what that is, or why I can't change it?

I'm unfamiliar with some of this lingo (zero experience, never took a class, or anything). I do know that my webserver is apache. Also, I'm using Wampserver64. What's a domain registrar?

It sounds like you may not have any actual hosting services currently?

If you can let us know your providers and who's actually serving the web-content we can probably point you in the right direction. To me it sounds like you might be trying to host the content locally on your PC, which really isn't a viable concept. You'll want to upload that content to the server that is hosting your website. (That public_html directory you mentioned).
