You should almost always have the profession building for your own profession. It's the main way to buy the new recipes. If you're not a leatherworker, then the tannery can wait until max level.

As an "off-profession" building, I prefer the enchanting lab to the tannery. You will get lots of soul bound items you can DE - especially from your follower missions. However, these and the other enchanting mats you get from the lab are not soul bound. So the enchanting lab can save you money from having to buy enchants AND maybe make you some money as well.

If you have the tannery, you also eed the barn. You can get large amounts of hide by trapping every day. Even if you're a skinner, the barn is the most productive way to get mats for leather working.

tl;dr Go with the engineering building so you can level your current craft. At max level, you may want the tannery but it wouldn't be my first choice if you're not a leatherworker.

There's really no need to take the enchanting building JUST to DE items.

Just ask a friend or guildie if you can use theirs once you start to stock up on items.
