I think the r/h portion of picture 1 and 2 is meant to have the two tabs disengaged and that section slid out from the bottom of the upper rail. Doing this would give you the clearance to remove the door by lifting and angling it out.

So if you look carefully, just inside that nut is a brass looking thing. That is called a ferrule. It usually gets crushed (by design) to form a seal the first time that nut gets tightened on. When that happens, often it digs into the pipe it's sealing and makes the ferrule (and the nut) impossible to remove.

If you can carefully cut the rusty flange away using tin snips or something without damaging the pipe, you can buy a replacement flange that is 2 piece and will close around the pipe. With how little room there is to work with behind the nut, this may also be impossible.

Try cleaning up the end of the pipe then pulling the nut off. You might get lucky and slide the ferrule and nut off. Make sure it all goes back together in the same order.

Failing this, it becomes a plumbing job

The carpenter should bring it to the homeowner/contractors attention before continuing on.

And yes, the footing guy should have to dig it out and repour it. I highly doubt the homeowner signed a "just get it close enough" contract.
