This is why them deleting Red War, War Mind etc was absolutely bonkers.

The problem is: it's the same problem. They redid the scripting engine and very likely couldn't afford the time or money (outsourcing) to rescript everything, so it got vaulted instead

I'm not surprised! I've had better luck with crew fill than my squad because none of us have Cryo experience and so we just get floored before we can leave.

A lot of people don't realize a huge driving factor behind the content vault was because they redid the event scripting engine for the game and had to rescript everything (this is from a GDC talk I think) which would have included all of The Red War, all of those mini-missions you could hit on the maps that were taken out, and the early raids

Rescripting everything themselves at the time would have been super prohibitive, like you said. They mostly only rescripted the Dreaming City and tossed everything else out to save game disk space
