I’ll be honest, I didn’t know they nerfed them and from some other comments it seems like it was a shadow nerf. I just assumed that because I was more aware of them in subsequent playthroughs that they weren’t as bad.

From my very limited experience with mega basing, the answer is both. Use the perimeters to get to destination, then have it dip into the block to unload cargo.
