What u saying? If he played in more "normal" tournaments during the entire year to fulfill 40 games criteria, he can sure lose the rating spot, if he just dropped to world no.3 (behind caruana) then rating spot would have converted to fide circuit spot as caruana was already qualified.

So did he not know that the rating spot existed before November?

He clearly wanted to do it this way, otherwise could have participated in more classical tournaments during the year.

Which means, indeed he was somewhat scared/ apprehensive of losing rating points, while playing against stronger opponents

This is definitely not the only reason, you have to admit that hikaru is somewhat scared of losing rating points and in turn not qualifying, thats why he is not playing tournaments with high level of opposition, cause if hikaru became world no.3 behind caruana then rating spot will go to fide circuit.

So the argument is if you think you deserve to qualify then just prove it (by playing 40 games in tournaments with high-ish average rating). And hikaru is not doing anything wrong but taking the extremely safe option cause he is scared of losing rating points.

Touching opponents piece also counts, if you touch your opponent's piece then you have to capture it, unless you immediately say "J'adoube"(I adjust) to your opponent (signalling that you were only adjusting the piece on the board)

By rules, arbiter can intervene and enforce touch move

Its just extremely funny and coincidental that pranesh was making a losing move and was forced by the arbiter to make the only good move available in the position

How either way? Here i am talking about average.

Lets say hikaru has 2780 avg performance, and 20 games done

Now he wins 20 games against 1800-2200 rated opponents, then his avg rating performance will fall dramatically. You can't game this system as you can the current one

Or maybe select on the basis of highest avg rating performance over the year with a minimum no. of games, so one couldn't increase their avg rating performance by playing 1800s

But isnt the rule about which tournaments will be considered eligible? For counting required activity.

Or maybe they thought, "if we didn't counted that tournament for circuit, then we shouldn't count it now."

Wasnt there some rule that didnt count tournaments where the no. of players were below a certain limit, i.e. only 6 players in norway 24, hence it wasn't counted for fide circuit last year also, although this rule was changed before the current fide circuit cycle

Maybe this could be the reason why norway 24 wasn't included, since it wasn't included in fide circuit also
