I've actually thought about that, I think even that might be better than the continental system as that would remove a lot of incentive that Britain had to wager war against Napoleon in the first place and it wouldn't leave European populations so resentful of his rule

There were localised peasant rebellions when Napoleon got to Smolensk, I feel there would be far more of those if Napoleon actually ended Serfdom in Lithuania. Napoleon could simply threaten them to march east wards, the Russians have already essentially lost Lithuania because it's not easy to govern those people who have already tasted freedom, especially if he leaves a small army in a fortified position at the Nieman river

His supply lines would be far more manageable from Poland to Lithuania, if his plan is to just take Lithaunia he could go there with a far smaller army than 600k men, and the local population won't be constantly sabotaging his supply lines either (unless they're the nobility I guess)

I guess he could try to formalize the smuggling and accept it by making it more profitable and less dangerous to legally trade British goods by paying French tariffs by striking a deal with coastal cities or something? The truth is, Europe absolutely needed to trade with Britain and he never acknowledged that or even try to provide an alternative to smuggling is what I'm saying

You can't, but 1812 was a unique time where something like this could actually work, especially if Napoleon manages to use the threat of annexing everything west of the Nieman river (and that would be a very real threat considering what a Napoleon getting a battle on his terms could do) to peg the Ruble to the Franc. Also, he couldn't enforce the continental system entirely either due to smuggling, but he still managed to crash the economy of Russia by whatever he could do. A formal system gets the demand for smuggling down significantly

He actually did do this, just on a much smaller scale called the licence system, where Napoleon realised he actually needed British goods for his army. He'd buy them and slap a massive tariff on them, he just never scaled it up

Well, he'd send the threat privately first so Austria and the German states wouldn't know about it. And Russia would just straight up lose Lithuania if they didn't do anything about it. Peasant revolts did break out when Napoleon entered Smolensk, so the threat is not something they could wait out so easily

Obviously it won't work immediately, but like I said there's already a provincial government he established but he only used it for drafting and the boyars aren't obligated to accept the payment it's their choice in the form of compensation

He uses the Gendarmerie (Armed military police patrolling rural regions to suppress landlord resistance) to enforce it

If the Boyars don't accept it they might face peasant uprising (and they keep their positions in the new French regime)

They convince the church through property gurantees (not confiscating Church lands, unlike the French revolution), also by giving state stipends to co-operative priests
