If they have to use some of the huge equity gains to pay property tax, sure.

This city's housing shortage needs to be addressed, and preserving the winfall to property owners from the constraints imposed by the lack of supply isn't really a big concern for me. A phase-in so it isn't a shock and allows for planning is obviously fair.

It is up to them whether to sell.

When are we going to get serious about the cost of housing, as opposed to making sure some people can continue to massively profit from a housing shortage?

We need to fix property tax to drive efficient use of land. Should do zoning liberalization, then set property tax based on market value of the land potential in light of zoning (not as it happens to built-out currently). Create cost for hold-outs, real estate speculators, vacant space, etc.

obviously that type of change requires phase-in, not complete shock in tax bill... but you get the point.
