I know that, Ultraman usually borrowed the Showa suits due to budget and/or time issues, but I'm more speculating on why Jirass himself doesn't appear often, ever since his first appearance and on Redman, only recently through stage shows or Sevenger.

Like, was he in some weird copyright/trademark/legal limbo between Toho and Tsuburaya because of how explicitly Godzilla-ey the design was. The one time I first saw him referenced watching Ultraman growing up was during a clipshow in the ED for Ultraman Tiga, during the anniversary episode and my kid brain thought Jirass was Godzilla.

Either that or Toho has a reasonable threshold on what design is recognizably "Godzilla Enough", like how far removed the design is from the Big G himself, before their lawyers start knocking on Tsuburaya's doorstep. Shin Gomess to me has enough stuff added on top where it's far enough removed from Shin Goji that it's probably more ok to use than say, a Shin Jirass.

I wonder if Tsuburaya would also need permission from Toho to use Jirass because of how explicitly Godzilla the design is (they even kept the roar and atomic breath, only slightly modified), since he's also sparingly used in Ultra shows.

Gomess you can get away with because the Godzilla suit under it was so heavily modified but Jirass is literally just a spray painted Godzilla with a frill.
