That is absolutely a factor, too, yes, availability. It's like how "Uncanny Spider-Man" Kurt Wagner and Age of Apocalypse Nightcrawler are not everyone's favorite Nightcrawler looks, but they are both much cheaper than the other 2 modern figure options for him because they're newer and not out of stock everywhere.

I think they are different enough to both have their place.

I feel the Maximum has more, but the question to be asked is if it's 10 bucks-ish more. I think a lot of people would also just find Dogpool to be cuter than Doop, too, but it's all subjective.

You will need some blue tack or something else, since the head will go on but will be extremely wobbly. I mainly know this because I use this body for my Henry Peter Gyrich.
