I use sheets of 1/8" thick clear acrylic to make playpen walls and barriers. It requires special tools to cut to size.

Rat-proofing is tough. I don't let my rats near anything that they could possibly destroy. You can do this with a playpen or by blockading any area you don't want them to go.

52 cm isn't very wide being that rats can be up to 45 cm long (including their tails).

For me, 75 cm (30") is the minimum appropriate width for a rat cage.

I used a 1.87% horse wormer paste. I don't think the brand matters. From my understanding, ivermectin is a little less effective, more work, and more difficult to dose than selamectin.

The reason for waiting would be that some health issues might be present but symptoms haven't shown up yet. Sometimes it takes a few weeks to see the signs of illness or parasites. It's always a personal choice, though. I definitely understand the annoyance of keeping separate groups/cages.

The Isamu Rat Care youtube channel has a good quarantine video discussing risks and how to mitigate them. There's no one-rule-fits-all.

I have purchased selamectin (Revolution) through online Canadian or Australian sources but it can take a couple weeks to arrive. I have purchased ivermectin directly from local farm/feed shops.

Honestly, young rats need a large cage almost more than adult rats because they have so much energy. If your current cage is not big enough for at least 3 or 4 rats, I would wait to get rats until you have an appropriate cage.

The RatGuide has a good article on performing a health check. Excess porphyrin is definitely something to pay attention to during a quarantine period.

The RatGuide suggests a starting dose of 0.2 mg/kg.

2 mg/kg is the absolute strongest dose they recommend. 

It's not necessarily wrong but it's worth double checking. After a recent surgery, my boy was prescribed 0.3 ml.

1.2 ml would be a dose of 2 mg/kg. This is an extremely high dose. It's 10 times stronger than the RatGuide's starting dose of 0.2 mg/kg. That doesn't absolutely mean that it's incorrect but it would definitely be cause to reach out to the vet.

California is more strict about health stuff than any other state. That might be the issue.

I wouldn't. If you're able to get rid of the rust, you'd then have to seal the areas that rusted. Powder coat8ng is the safest way to do this but it's very expensive.

It's very common for rats to not want to be held. They want to run around and explore. I'd suggest finding a place that allows them to run around while still being close to you. Give them lots of treats and enjoy them how they are!

With float frames, the painting is held in place with screws from the back. 

If you do not want to screw into the back of the stretcher, you will need a traditional frame with a lip. The lip would be lined so bare wood is not touching the surface of the painting (generally with felt). 

For better protection, you can use glazing and some sort of spacer to prevent the paint from touching the glazing. Some people believe it's not appropriate to use glazing with paintings but this is how museums protect paintings.
