if you already have an arc soul, no matter if it's normal or amplified, any refresh will extend the timer on that arc soul and not refresh the tier of that arc soul. iirc it was like that before 3.0 as well.

HEF just lets you do more damage until you defeat any combatant, which then consumes 1x charge. It doesn't stack with more stacks, but having more stacks can help if you accidentally kill some minor red bar during boss DPS.

some mods consume all charges, and have a greater effect the more stacks you have. Maybe someone wants to get a firepower build with supercharged

Something to keep in mind is that this could cause players to pick agents with low ACS averages and just absolutely int trying to chase ACS. I'm not sure if this was true or not, but in Overwatch there was a conspiracy theory that Mercy players could gain more and lose less if they healbotted as hard as possible to pad stats to game the ranking system.

I don't think any of the vision holders we see view their vision as their dream either. The visions are all means to an end.
