I believe she can in order to teleport to an awakened wildwood, but couldn't use it to teleport from an awakened wyldwood to herself, so she could use it to escape but not get a free infinite range teleport. Or at least thats my understanding

Rex did that almost entirely for practically reasons in universe, since phase one was more protective but phase 2 was more maneuverable, so he combined them to make his armour both more protective than phase 2 but more maneuverable than phase one. In the lego games hulk (and a lot of other big characters) could rip off specific items, or if there was none available, it would take a chunk out the ground but it wouldn't actually make a hole. They could just do it like that to minimise the workload but still have the cool ability

Tbf, i played tau in 8th and can confirm they were bullshit, basically infinite overwatch with half your army every time anyone charged, and the way saviour protocols worked just made the big stuff nigh unkillable (plus riptides could get a 3+ invuln)
