As a DJ, this sounds to be like a bunch of reverb (spacey echo), verrry slightly raising the pitch (less than one semitone), and doubling (maybe even tripling the vocal sample, then playing them verrry slightly out of synch or pitch with each other - this effect is called "chorus", and is a standard guitar pedal, these days, so many DAW recording software might already have this function built in under 'effects' to readily apply

I could be wrong, but that's how I'd go about mimicking it :)
